Elimination
of CMS Charges to Universities for Health Insurance Costs

WHEREAS:
the state of Illinois has charged $45 million, or 3%, of total
GRF public university appropriations for employee health insurance
costs for fiscal years 2002 and 2003;
WHEREAS:
this charge to public universities is unprecedented in any prior
years,
WHEREAS:
this charge was disproportionately charged to public universities
in comparison to other state agencies,
WHEREAS:
Department of Central Management Services has not been forthcoming
in detailing the reason as to why public universities were charged
this amount and the extent to which other state agencies have
been charged employee health insurance costs;
THEREFORE,
BE IT RESOLVED: that UPI promote efforts to cease this
practice and ensure that employee health insurance costs not be
charged to public universities effective FY 2004.
