Equitable Funding for Public Universities

WHEREAS Illinois public universities vary considerably in academic structure, student population, and pedagogical mission: and

WHEREAS annual funding recommendations for higher education by the Illinois Board of Higher Education and the Illinois Legislature rely almost entirely on across-the-board percentage increases based on the budget of the year before: and

WHEREAS Past annual increases have not dealt with inequities due to changing societal needs and academic missions: and

WHEREAS Current inequities in funding among Illinois public universities with disparate enrollment patterns and missions have grown to disturbing levels that cannot be remedied by the basic increase approach currently employed by the IBHE and the Legislature; and

BE IT THEREFORE RESOLVED that UPI work with the new governor to reform the budget-making process, with specific attention to reforming the budget- making process to address these inequities in funding.
